Beyond Jobs: Building an inclusive youth economy in Aden
Overview
This policy paper was developed by Oxfam under the European Union-funded project “Fostering Youth Empowerment through Strengthening Civil Society Organizations in Yemen,” implemented in partnership with twelve local civil society and community-based organizations (CSOs/CBOs). The project aims to strengthen youth-led civil society, promote inclusive governance and expand socio-economic opportunities for young women and men across Yemen.
This paper examines the barriers and opportunities shaping youth economic participation in Aden. It presents evidence-based recommendations to support more inclusive labour markets, strengthen youth livelihoods, and improve coordination between government institutions, the private sector, civil society and development partners. The paper is intended to inform policy dialogue, programme design and investment decisions that contribute to sustainable and inclusive economic development for young people in Yemen.
