The Poverty of Diplomacy: Kampuchea and the outside world
Overview
A survivor of the Khmer Rouge regime said: “It was inconceivable to us that we would all be left to perish. Every time I heard heavy artillery I thought: The UN is coming at last.” It was not the UN, but Vietnamese forces. Since then the Kampucheans have struggled to rebuild their country. For reasons of international diplomacy their efforts are ignored by most of the world. They get no UN development aid and little bilateral help. The Kampuchean seat at the UN is held by a coalition of exiles dominated by the Khmer Rouge.
