Overview

This paper assesses Yemen’s progress on the Grand Bargain localisation commitments between 2023 and 2025, using the 2022 localisation baseline as a reference. Commissioned by Oxfam GB Yemen, it draws on a desk review, 55 key informant interviews, three focus group discussions with 19 participants and two validation workshops. It examines partnerships, funding, capacity strengthening, coordination and leadership, visibility, community participation and risk sharing. The findings show minimal to moderate progress, with promising examples of direct funding and more equitable partnerships alongside persistent barriers for smaller and marginalized local actors. The paper proposes six priority actions for donors, intermediaries and national actors to improve funding quality, share risk, strengthen accountability and transfer decision-making power towards local humanitarian leadership.
