Evaluation Of the Regional Pastoral Programme in the HECA Region
Overview
The Horn/East Africa Regional Pastoral Programme (RPP) is a 15 year programme which seeks to address the poverty and marginalisation of pastoralists in the Horn and East African countries of Sudan, Ethiopia, Somalia, Kenya, Tanzania and Uganda. This is a mid-term evaluation of the regional programme, which commenced in 2003. The purpose is to assess the impact or effectiveness of the Regional Pastoral Programme to date, and in particular to assess the added value of the regional coordination body on programme impact within country programmes.
