Bridging the gender gap in the digital age: the role of digital governance in advancing feminist futures post-Beijing+30
Overview
As the global community reflects on 30 years since the Beijing Platform for Action (BPfA), digital transformation presents opportunities and challenges for gender equality. Digital technologies offer new avenues for feminist advocacy, economic empowerment, and inclusive governance. However, these also intensify existing inequalities through the digital divide, algorithmic bias, and online gender-based violence. Using an intersectional feminist framework, this paper analyses digital governance initiatives across five global regions through participatory research methods involving women from rural communities, persons with disabilities, and LGBTQ+ groups. The study examines how effective current digital governance frameworks, feminist digital activism, and inclusive technology policies promote the gender equality goals established by the BPfA. The paper addresses a critical question: How can public–private collaborations and feminist technology funds be strengthened to ensure women are not passive users but active shapers of the digital economy? Through case studies of successful interventions in Africa, Asia, and Latin America, the paper demonstrates that bridging the digital gender gap requires structural reforms in digital policies, intersectional gender lenses in artificial intelligence (AI) governance, and robust protections against cyber harassment. The findings lead to specific policy recommendations, including gender-responsive frameworks, mandatory impact assessment for emerging technologies, and mechanisms for increasing women’s representation in tech leadership. As BPfA+30 provides a critical moment for reflection, this paper contributes to the increasing scholarship on digital justice frameworks that integrate feminist principles into global digital inclusion, sustainability, and governance efforts.
